以能力為本的醫學教育三大原則:

(1) Medical education must be based on the health needs of the populations served; 
醫學教育的目標必須基於大眾的健康需求。

(2) the primary focus of education and training should be the desired outcomes for learners rather than the structure and process of the educational system; and 
醫學教育與訓練的主要焦點應該是學習者應達到的學習成果,而非教育系統的結構與過程。

(3) the formation of a physician should be seamless across the continuum of education, training, and practice.
醫師的養成必須是教育、訓練與執業三者無縫地連續過程。
